Sponsored by Dr. Adel Abdul Mahdi, Vice-President of the Republic and under the
banner of dignified return of refugees, and with the support of Christian
Solidarity International was held Hammurabi Organization for Human Rights of 11
and 12 days of the month of January as the special conference, which explored
the Christian presence in Iraq.
The Conference was an opportunity to clarify the facts and the mobilization of
governmental and international efforts to urge everyone to prepare the ground
for the safe return of refugees and displaced people after the events of 2003.
Delegates also discussed the difficulties experienced by minorities in the whole
country because of the absence or weakness of state authority, including, in
particular in the areas of the Plain of Nineveh, Kirkuk and Baghdad, where
Iraq's minorities reside heavily.
The conference has concluded its work yesterday, and issued recommendations on
which would contribute to the dignified return of refugees and below the text of
the Speech of the Iraqi Minorities made at the opening session of the Conference

Once more, the evils have commited a new crime, by
murdering three innocent christians in the Health Quarter in Mosul city. These
evils, supported always, by oppressed and tyrannized forces composed of the
extremist Salafis related to Al Qaida, and others related to bangs and milices
benefitting from the absentise of law and central government and also the
weakness of the local government, we say that these evils are adding this new
crime to there traditional register of enmity, hate and criminality. This is
their way and answere to everything related to humanity, civilization and
pacific cohabitation of peoples and nations forming the good creation of God «
Allah » , in which name, most of these crimes are committed around the world.
The fact of targetting the minorities components, especially the Christians,
means in brief, aiming the voice of love, peace and dialogue which are the
essential qualifications of this component. That’s to explain the good reason
for committing these acts of violence and muredr, systematically and without
interruption. Here, we are blaming considerably, the central and local
authorities whose promises to various states, organizations, churches and many
dignitary religious and civil symbols, have been vanished. This indifference
towards this crisis explains clearly, the conspiracy forged to evacuate this
city and then the iraqi territories from any christian existence ; Yes, this is
a conspiracy waved in coordination with some parties participating in the iraqi
power. But let us say, that these orientations are false, because they must
understand that the guaranty of human progress, civilization and development
never to be fulfilled in this country without the existence and the
participation of this essential component in political and social life.
This crisis is due to the corruption statue, in which the actual government is
fallen down ; besides the instability, the weakness, the bad administration and
then the lack for ways of human and social development projects, necessary to
build the real state of constitution.
We think, that the problems existing between the Central Government with the
Kurdistan Region, is a part of this crisis. The minorities residing in these
regions heve been used as a wood for this conflict and violence fire. We think
also, that other parties relating to these minorities , have encouraged and
helped to foster the rate of violence by adapting strange agendas or ridiculous
projects which are not to be fulfilled in these cexceptional circumstanc
We, in condemning all thes murdering and violence acts committed against the
christians, together with the threatening messages diffused and spread,
personally and obviously, to university christian pupils and public employers in
Mosul city, we demand and claim the two central and local governments, to take
their human, national and moral responsability, to protect the christians and to
stop the flow of crimes registered always against an unknown. We have confidence
also, that the security forces in the police and army , are totally responsible
for security granting to all components, including the Christians residing in
this city sinking in the sea of violenc, deceiving and silence towards the
crimes comitted by forces of obscurity, hate and treachery.
We ask also, all people of good will, and others who still have a rest o morals,
to help to dsiclose all the crime acts, inorder to bring them to courts and have
their just judgment. The latter has also been in accusation for her failing to
follow quick and just investigatin, because of its deviation and allying to the
side of big political entities in power.
We ask for the martyrs the mercy of God and our condoleance to their family.
